UN nuke agency: Iran 'significantly' hampers probe

VIENNA (AP) ? Iran has effectively shut down a probe of a site suspected of being used for work on nuclear weapons development while doubling the number of machines it could use to make the core of nuclear warheads at an underground bunker safe from airborne attack, the U.N. nuclear agency said in a report Thursday.

Senior diplomats familiar with the International Atomic Energy Agency's latest report called both developments troubling, while cautioning that it was unclear how many of the more than 2,000 centrifuges now installed at the Fordo site were operational. They noted that agency inspectors did not have access to check their inner workings.

They also said it was unclear what the ultimate use of the machines would be, if and when they are turned on. Iran is enriching uranium at a level that could be used for reactor fuel as well as grades closer to?the level used for nuclear warheads, and the officials said Iranian officials had not said what level the centrifuges now installed but not working would be used for.

The two diplomats, who are familiar with the IAEA's Iran investigation, demanded anonymity because they were not authorized to comment on the confidential report.

Importantly, the report noted that Iran had not significantly increased the pace of either low or higher-level uranium enrichment. It noted that less than 700 of the machines ? all producing higher level material at 20 percent ? were operating at Fordo, and about 10,000 were turning out lower-level enriched uranium at another site.

Those are approximately the same numbers as mentioned in the agency's last report in May.

The report also noted that Iran has turned much of the uranium that was enriched to the higher, 20-percent levels into reactor fuel plates that are difficult to retool into fissile warhead material. As a result, it is still far short of the amount of higher enriched uranium it would need to quickly enrich the element further to weapons-grade levels.

While Iran already has enough low-grade enriched uranium to make several nuclear weapons, that process would take long enough to send alarm signals to the outside world.

Tom Z. Collina and Daryl Kimball of the Washington-based Arms Control Association said the common assumption is "that if Tehran were to decide to 'break out' and race to build a bomb, it would try to do so by using its still small stock of 20-percent enriched uranium."

They called the IAEA report "another troubling reminder of Iran's proliferation potential," while describing it as "not a 'game-changer' in terms of Tehran's capability to build a nuclear arsenal if it were to decide to do so."

Iran denies any interest in nuclear arms, insisting it is enriching uranium only to make reactor fuel and medical isotopes, and for scientific research. Still, concerns have grown about its ultimate aims because it has refused to stop enriching uranium despite increasingly severe international sanctions and outside offers of enriched material for its stated needs.

As signs grow that international efforts are failing to engage Iran diplomatically on its nuclear program, so are threats of attack from Israel, which says it will not tolerate an Iran armed with nuclear weapons.

Asked about the latest report, White House spokesman Jay Carney told reporters that President Barack Obama "has made clear frequently that he is determined to prevent Iran from obtaining a nuclear weapon and he has led an unprecedented effort to pressure Iran to live up to its obligations."

"The window of opportunity to resolve this diplomatically remains open but it will not remain open indefinitely," he said.

In Tehran, Ayatollah Ali Khamenei, Iran's supreme leader, denied his country wanted such arms, describing the pursuit of nuclear weapons on Thursday as a?"big and unforgiveable sin." But he insisted Tehran will not abandon its "peaceful" atomic program.

"I declare that the Islamic Republic of Iran has never been after nuclear weapons and it will never abandon its right for peaceful use of nuclear energy," Khamenei? told a summit of 120 nations that call themselves nonaligned and generally share distrust of highly developed Western countries they view as suppressing their rights.

Khamenei singled out the United States, which accuses the Islamic Republic of trying to reach the nuclear weapons threshold, by calling Washington's stance a "bitter satire" because of the size of America's nuclear arsenal and its use of atomic bombs against Japan during World War II.

Khamenei, who has final say in matters of state, has denied that Iran harbors nuclear weapons aspirations before, and U.S. State Department spokesman Patrick Ventrell said Washington was not reassured by the supreme leader's comments.

"We have heard that before, but mottos and pledges and slogans are one thing," he told reporters, adding, "we have not seen them come into compliance" with international demands.

Aside from enrichment, suspicions that Tehran is working secretly on developing various components of nuclear arms have also added to international concerns about its intentions.

Thursday's report confirmed that a building at Iran's Parchin military installation southeast of Tehran, which was suspected of having been used for nuclear weapons-related experiments, has been covered with pink shrouding. That effectively blocks the U.N. agency's attempts to monitor a suspected cleanup of the site.

The?agency has tried ? and failed ? to gain access to the site since February. When it does, "its ability to conduct effective verification will have been significantly hampered" because of the alleged cleanup and then the covering of the site, said the confidential report circulated among the IAEA's 35 board member nations and forwarded to the U.N. Security Council.

Because of the lack of Iranian cooperation, the agency "is unable to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities," said the report.

Time Warner Investing $25 Million in 1Gbps Fiber Network

Following in Google?s footsteps, Time Warner announced Tuesday it will be investing $25 million in expanding its fiber broadband service to businesses in New York City.

Google recently announced plans to bring its 1Gbps fiber service to Kansas City, Kan. and Kansas City, Mo., targeting consumers. The company has divided the cities up into ?fiberhoods.? In order to be eligible for the service, the majority of the residents in an area must be ready to sign up for the service. After a $300 installation fee, they?ll be speeding along at data speeds much faster than neighboring areas for a fraction of the cost.

Time Warner is taking a different approach, targeting businesses rather than consumers. Aligning with NYC?s desire to attract businesses based in the communications industry, the service will provide data speeds of up to 1Gbps to data-heavy businesses who need it.

On the consumer side of things, Google is charging customers $70 a month for fiber Internet, while Internet along with television will cost about $120. The company is also offering a free option for some customers who pay the $300 installation fee. It will also be giving customers who sign up for the television service a Nexus 7 tablet to use as a remote.

Time Warner has yet to announce pricing for its fiber Internet service.

The research uses video games and simulations to asses different traffic control systems, and apparently us humans do a pretty good job. The team at Southampton hope that they will be to emulate this human-like approach with new "machine learning" software. With cars already being tested out with WiFi, mobile connectivity and GPS on board for accident prevention, a system such as this could certainly have a lot of data to tap into. There's no indication as to when we might see a real world trial, but at least we're reminded, for once, that as a race we're not quite able to be replaced by robotic overlords entirely.

Cancer is one of the most dreaded diseases in the world. The body cells start functioning in an abnormal way in the person suffering from cancer and the tumors are formed in the affected area of the body. Breast, ovarian, cervical and uterine cancers are those types of cancers that target only the women as these are related to the female body organs.

If we talk about the uterine cancer, it is in fact related to the very important organ of the female reproductive system called the uterus and usually occurs in the women between the ages of 50 to 70 years. This cancer has different types including uterine sarcomas, endometrial cancer and cervical cancer. Each type affects different parts and tissues of the female uterus e.g. endometrial cancer (also called endometrial carcinoma) is related to the uterus lining or endometrium. The uterine sarcoma (also called leiomyosarcomas) affects the muscular layer of the uterus and cervical cancer is related to the lower portion of the uterus.

Among these types, the endometrial cancer is one that is generally referred to as the uterine cancer. The endometrial cancer is so deadly that it is believed to be the third most common gynecologic cancer (after ovarian and cervical cancers) that causes death to the women.

This cancer usually affects the women after the occurrence of the menopause (the phase in a woman's life when menstrual cycle gets stopped). There are some common symptoms of this cancer though these may differ to some extent from person to person.

The most general symptom of this cancer in a woman is the abnormal vaginal bleeding even after her menopause. However the excessive menstrual bleeding in a woman in her premenopausal period shouldn't be ignored too. The other symptoms include the unusual non-bloody vaginal discharge, lower abdominal pain, abnormal weight loss, difficult and painful urination and an extreme pain during intercourse.

Every woman is needed to kno w about the basic symptoms of the uterine cancer so that if she finds any of them in herself, she may urgently contact her physician. Ethiopia's new leader Hailemariam emerges

Ethiopia's new leader Hailemariam Desalegn, expected to assume power following the death of the longtime prime minister, readied for the post Friday after holding talks with US President Barack Obama.

But Hailemariam, 47, a relatively little-known politician overshadowed by his mentor Meles Zenawi, who died Monday, faces tough challenges both internally and across the volatile Horn of Africa region.

Obama, who telephoned Hailemariam late Thursday, urged him to "use his leadership to enhance the Ethiopian government's support for development, democracy, human rights and regional security," the White House said.

Hailemariam has also met with South Sudan's foreign minister and his Kenyan counterpart, who were in Addis Ababa on Thursday to pay their respects to Meles, who died aged 57 after a long illness in a Brussels hospital.

Official mourning continues for Meles, with thousands streaming past his flag-draped coffin in the National Palace on the first day open to the public, many wailing and falling to the ground with grief.

A large group of religious leaders in flowing robes carrying tall crosses gathered and prayed near the casket, which was displayed at the top of a set of red-carpeted stairs.

"I've lost my brother, my family, my everything! Don't go, why, why, why," screamed one man standing before the coffin, which was also surrounded by bunches of flowers and candles.

But the political process continues behind closed doors. Government spokesman Bereket Simon has said Hailemariam is expected to be formally sworn in at an emergency parliament session at "any time".

In a rare peaceful handover of power in Ethiopian history, former water engineer Hailemariam takes over as interim leader from Meles, who had ruled with an iron fist since toppling dictator Mengistu Haile Mariam in 1991.

A close ally of Meles as deputy prime minister and foreign minister since 2010, Hailemariam was elected deputy chair of the ruling coalition, the Ethiopian Peoples' Revolutionary Democratic Front (EPRDF), after the party's fourth win, a landslide victory in 2010.

In a country long dominated by its major ethnic groups -- most recently the Tigray people, like Meles -- Hailemariam notably comes from the minority Wolayta people, from the Southern Nations, Nationalities and Peoples Region.

He served as president for the region -- the most populous of Ethiopia's nine ethnic regions -- for five years.

But within the EPRDF, some of the most influential figures hail from the northern Tigray region, members of Meles's ex-rebel group turned political party, the Tigrayan People's Liberation Front (TPLF).

Analysts have suggested that several others are still jostling for power behind closed doors in the often secretive ruling coalition, even if in the open they may not take part in the running for the top job.

"Many see (Hailemariam) as a figurehead, part of a gesture by Meles and the ethnic Tigrayans to give more prominence to other ethnic groups," said Jason Mosley of Britain's Chatham House think-tank.

He is also a Protestant, unlike the majority of Ethiopia's Christians, who follow Orthodox traditions.

But others say Hailemariam's position outside the Tigray power base could in fact be a strength.

"His ethnicity is considered an advantage, because it is a minority in a multi-ethnic region and, most importantly, not from the numerically dominant Oromo or Amhara," the International Crisis Group said in a recent report.

Critics also point to his relatively young age, lack of experience and the fact he was not part of the rebel movement which toppled Mengistu, unlike many in the ruling elite.

Instead, Hailemariam, who studied civil engineering in Addis Ababa, was completing his master's degree at Finland's Tampere University when Mengistu fell.

Hailemariam, while a protege of Meles, is therefore seen as an outsider by some.

"He is a political novice, he has not been part of the old guard, he has not been in the bushes fighting with the rebels," Berhanu Nega, an exiled opposition leader and former mayor of Addis Ababa, told the BBC.

"He is a Medvedev for a group of Putins in the ruling party with their own internal squabbles," he added, drawing parallels with Russian political dynamics.

The government however has insisted Hailemariam will remain in the post until elections due in 2015, although he must first be formally chosen as head of the EPRDF, likely later this year.

"The secession issue has been settled for good," said spokesman Bereket.

When Neil Armstrong walked on the moon all those years ago, he made his country believe that anything was possible with ingenuity and dedication ? and in the process became of America's greatest heroes, his friends, colleagues and admirers said Saturday after news that the former astronaut had died.

"When I think of Neil, I think of someone who for our country was dedicated enough to dare greatly," said former astronaut John Glenn, who went through jungle training in Panama with Armstrong as part of the astronaut program and was a close friend. He said Armstrong showed exemplary skill and dedication.

The idea of Armstrong as a humble pilot who served his country above all echoed around the country Saturday, by visitors to museums that fete his accomplishments and by his former NASA colleagues. Armstrong died Saturday at age 82 from complications resulting from cardiovascular procedures, his family said.

In California, visitors and staff at the Griffith Observatory paused for a moment of silence. At the Armstrong Air and Space Museum in Armstrong's hometown of Wapakoneta, Ohio, a black ribbon hung over a plaque of Armstrong in the museum's entryway and a U.S. flag was lowered in Armstrong's memory.

Tourist Jonathon Lack, a judge from Anchorage, Alaska, said he decided to visit the Air and Space Museum in Washington, D.C., after hearing of Armstrong's death.

"What really hit me is that he was in his 30s when he walked on the moon," said Lack, who is 42. "That made me think about how little I've done."

He saw in Armstrong's death a reminder of an America where people dreamed big things and sought to accomplish the inconceivable.

Armstrong commanded the Apollo 11 spacecraft that landed on the moon July 20, 1969, capping the most daring of the 20th-century's scientific expeditions during the climax of a heated space race with the Soviet Union.

Armstrong and Buzz Aldrin spent nearly three hours walking on the lunar surface, collecting samples, conducting experiments and taking photographs. Aldrin, who became the public face of the moon landing after shy Armstrong recoiled from the public eye, said his colleague's leap changed the world forever and became a landmark moment in human history.

"Whenever I look at the moon, it reminds me of the moment over four decades ago when I realized that even though we were farther away from Earth than two humans had ever been, we were not alone," he said. "Virtually the entire world took that memorable journey with us. I know I am joined by millions of others in mourning the passing of a true American hero and the best pilot I ever knew."

The third astronaut on the mission, Michael Collins, circled the moon in the mother ship 60 miles overhead while the other two went to the surface. "He was the best, and I will miss him terribly," Collins said, according to NASA's website.

The Apollo 11 command module Columbia is on display at the Air and Space Museum, and visitors there Saturday gathered around it to remember Armstrong and his accomplishments.

Bob Behnken, the chief of the NASA Astronaut Office, said Armstrong's historic step was the reason many became astronauts.

"Neil Armstrong was a very personal inspiration to all of us within the astronaut office," he said. "The only thing that outshone his accomplishments was his humility about those accomplishments. "

Daniel Zhou, a student at Armstrong's alma mater Purdue University in Indiana and a member of Students for the Exploration and Development of Space, said Saturday was sad day.

"He will always be a source of inspiration for our generation, and for the generations to come, as we ask ourselves, 'Why explore space?'" Zhou said.

Breivik deemed sane and sentenced to prison

OSLO, Norway (AP) ? Anders Behring Breivik got what he wanted ? a prison term instead of an insanity ruling ? as he received his sentence Friday for bomb and gun attacks that killed 77 people last year.

Breivik, a self-styled anti-Muslim militant, looked pleased as Judge Wenche Elisabeth Arntzen read the ruling, declaring him sane enough to be held criminally responsible for Norway's worst peacetime attacks.

The judgment could mark the end of a legal process that has haunted Norway in the 13 months since Breivik's rampage on July 22, 2011. His lawyers said before the ruling that he would accept a prison term, and only appeal if ruled insane.

Going against the recommendation of prosecutors, who had asked for an insanity ruling, the five-judge panel in the Oslo district court convicted Breivik of terrorism and premeditated murder. They imposed a sentence of "preventive detention," a special prison term for criminals considered dangerous to society. Prosecutors have not said if they would appeal.

The judges set the minimum length of imprisonment to 10 years and the maximum at 21 years, the longest allowed under Norwegian law.

However, such sentences can be extended as long as an inmate is considered too dangerous to be released. Legal experts have said that in Breivik's case that could mean he will spend the rest of his life in prison.

Some who lost loved ones in the attacks welcomed the ruling.

"Now we won't hear about him for quite a while. Now we can have peace and quiet," Per Balch Soerensen, whose daughter was among those killed in the shooting massacre, told Denmarks TV2. "He doesn't mean anything to me, he is just air."

Wearing a dark suit and sporting a thin beard, Breivik smirked as he walked in to the courtroom to hear his sentence and raised a clenched-fist salute.

Breivik, 33, confessed to the attacks during the trial, describing in gruesome detail how he detonated a car bomb at the government headquarters in Oslo and then opened fire at the annual summer camp of the governing Labor Party's youth wing. Eight people were killed and more than 200 injured by the explosion. Sixty-nine people ? mostly teenagers ? were killed in the shooting massacre on Utoya island. The youngest victim was 14.

During the trial, Breivik said that being sent to an insane asylum would be the worst thing that could happen to him and accused Norwegian authorities of trying to cast him as sick to deflate his political views. His lawyers say Breivik is already at work writing sequels to the 1,500-page manifesto he released on the Internet before the attacks.

Tropical Storm Isaac strengthens in Caribbean

Tropical Storm Isaac strengthened on Wednesday and looked set to become a hurricane as it churned through the Caribbean on a path that could have it hit Florida during next week's Republican convention.

The storm, packing gusts of up to 45 miles (75 kilometers) per hour, was expected to intensify over the next two days and "could become a hurricane by Thursday," the US National Hurricane Center said in its 1200 GMT bulletin.

A tropical storm warning was in effect throughout the Lesser Antilles, including Martinique, Dominica and Guadeloupe, and a hurricane watch has been issued for Puerto Rico, the US and British Virgin Islands.

The NHC's five-day forecast has the storm possibly striking Florida as early as Monday, when the US Republican National Convention opens in Tampa.

But meteorologists have cautioned that it is too early to accurately predict the storm's path and said it is unlikely to disrupt the convention.

Thousands of Republicans, including party leaders and rising stars, will descend on Tampa next week for four days of speeches and pageantry in which former Massachusetts governor Mitt Romney will be formally nominated to challenge President Barack Obama in the November 6 election.

LITTLE ROCK, Arkansas (Reuters) - Republican presidential candidate Mitt Romney will lay out policies on Thursday aimed at achieving North American energy independence by 2020 by pursuing a sharp increase in production of oil and natural gas on federal lands and off the U.S. coast.

Romney is to unveil his plan at a truck and supply business in Hobbs, New Mexico, as he seeks to draw a sharp contrast between his energy policies and those of President Barack Obama and detail in part how he would rekindle job growth in the United States.

His emphasis on the economy amounts to an effort to return the campaign to the central issue Romney believes is most critical in the November 6 election and the key to a victory for him.

The economic debate has to a certain extent been sidelined in recent days by controversial remarks about rape by a Senate Republican candidate in Missouri, Todd Akin, who Romney has denounced.

Romney's energy policies are heavily tilted toward increased production of carbon-based resources, oil, gas and coal, that environmentalists blame for global warming. He is outlining the policy two days after going over some of the details with executives from the oil industry who contributed to his campaign at fund-raising events in Texas.

Republicans are eager to make greater use of the U.S. energy supply to increase jobs for Americans suffering amid an 8.3 percent unemployment rate. They would curtail some federal regulations to permit more production.

Romney is to predict that a full-blown energy plan will create 3 million jobs in energy sectors and other areas, part of an ambitious effort to create 12 million jobs during a Romney presidency.

"I want every American who wants a good job to be able to have one," Romney told Republicans at a fund-raising event in Little Rock on Wednesday.

The centerpiece of Romney's energy plan is to permit individual states to manage energy development on federal lands within their borders, according to a "white paper" released by the campaign and a briefing for reporters by senior aides in advance of the speech.

Currently the federal government controls development on these lands, and Romney's aides said that under Obama, this has led to a sharp reduction in exploration over the past year.

Letting states issue permits for exploration on federal lands would speed up the process, Romney will argue.

Romney would also open up areas off the East Coast to oil exploration, and in particular would reverse Obama's decision to suspend development off the coast of Virginia following the 2010 BP oil spill in the Gulf of Mexico.

He would establish a five-year offshore leasing plan that would open new areas for development beginning with those off the coast of Virginia and the Carolinas.

A North American energy partnership with Canada and Mexico would also be sought and Romney would allow construction of the Keystone XL pipeline from Canada to Texas, which has been delayed by the Obama administration.

"I'm going to take advantage of our energy resources: Oil, coal, gas, nuclear, renewables, wind, solar. North America will be energy independent by the last year of my second term," he said.

The plan makes little mention of climate change or greenhouse gases. Romney policy adviser Oren Cass said Romney supports green energy and government spending on energy research, but opposes loan guarantees for green companies.

A tax credit for the wind industry expires at the end of this year. Obama supports an extension of it while Romney opposes it even though it could hurt him with voters in Iowa and Colorado. Cass said the wind industry has lost 10,000 jobs and growth has slowed.

"Gov. Romney is focused on actually setting the wind industry up to be a competitive, innovative industry that can succeed on its own two feet, like so many other successful and profitable industries in the country," he said.

Mercy has made some changes to the race route this year to better accommodate the growing number of participants. The race will begin at 8 a.m. just outside the Hall-Perrine Cancer Center on 10th St. SE. Post-race activities will take place on 8th St. between 4th Ave. and 5th Ave. SE, just north of the Mercy campus.

A breast cancer survivor?s photo will be taken at 7:30 a.m. on race day on the lawn in front of the Hall-Perrine Cancer Center. Opening ceremonies for the race will start at 7:45 a.m. The competitive 5K run is for women only, but men are invited to participate as non-competitors. The 5K walk and the one-mile family fun walk are open to everyone.

Teams can register for the race online at www.especiallyforyourace.org until Sept. 2. Team packets can be turned in on Sept. 4th from 7 a.m. to 10 a.m. and 4 p.m. to 6 p.m. or on Sept. 6th from 7 a.m. to 6 p.m. in Lundy Pavilion at Mercy Medical Center. Individuals can register online through Sept. 30, and in person up until 7:30 a.m. on race day. Early registration is encouraged. In addition to offering registration options, the EFY website allows race participants to access breast cancer resources, order EFY merchandise and share personal stories electronically.
