Cardinals coach Ken Whisenhunt says that he?ll pick either Kevin Kolb or John Skelton as his starting quarterback based entirely on who looks better between now and September, and that he?s heading into the competition with no favorite in place.

Whisenhunt told Jim Rome on Rome that he doesn?t know who his starting quarterback will be, and he?s as eager as anyone to see one of his quarterbacks establish himself as the starter.

?That?s the question that?s going to be answered through the workouts this spring and in training camp this summer,? Whisenhunt said. ?They?ve both been working hard at it. It?s been good to get out on the field and actually work on techniques and fundamentals with these guys. At times last year they both showed they can do good things. But consistency at that position is something we?ve got to improve on. So hopefully the competition between both of them will sharpen up one of them enough that he?ll be a good starter for us.?

Although Whisenhunt acknowledged that Kolb ? who just a year ago was viewed as the team?s long-term franchise quarterback ? might seem to most like the favorite in the quarterback race. But Whisenhunt said he doesn?t want to go into the race with a favorite because he wants both quarterbacks to be of the mindset that they can prove they deserve the job.

?I think the knee-jerk reaction would be to say that it is Kevin?s job to lose,? Whisenhunt said. ?But then you have to look at what John Skelton did last year in winning those games when he was in there. So I think you have to give John a lot of credit for winning those games. I certainly have a lot of respect for Kevin and what he?s done in this league and we made the commitment to bring him in to our football team. So it?s going to start out as even as it possibly can, and we?re going to let the best player take it from there. We did that many years ago when we had Kurt Warner and Matt Leinart, and it worked out pretty good for us. So hopefully we?ll have that same kind of magic.?

There?s just one problem with Whisenhunt?s Leinart-Warner analogy: It isn?t true that when he was coaching those two he made it an even competition and let the best player play. In fact, in 2007 Whisenhunt started Leinart over Warner even though it was obvious that Warner was better than Leinart, solely because Leinart was a highly drafted 24-year-old and Whisenhunt believed the Cardinals were a rebuilding team who should stick with the younger player. Whisenhunt eventually saw the error of his ways, picked Warner over Leinart, and got to the Super Bowl with Warner leading the way, but that was only after he gave Leinart more chances than his play warranted.

The good news is that Whisenhunt seems to have learned a lesson from the Warner-Leinart competition when it comes to choosing a quarterback. The bad news is that neither Kolb nor Skelton has done anything to make anyone believe he can be anything like Kurt Warner.

HARARE, Zimbabwe (AP) ? State prosecutors in Zimbabwe say an opposition politician at a Ford Motor Company car show got into the latest model on display and drove it away. He faces car theft charges in court next month.

Court papers made available Wednesday say police arrested 38-year-old Aaron Muzungu, an official of a small opposition splinter group, after he clocked up more than 800 miles (1,300 kilometers) in the new Ford Ranger. Prosecutors said the politician claimed he was interested in buying the pickup. When he sat in it, the keys were in the ignition.

Police said security at the show was lax and Ford's local agents played live music and held a cocktail party.

Ford brought the first motor vehicle to colonial-era Zimbabwe a century ago.

Army opens jobs in combat battalions to women

FORT CAMPBELL, Ky. (AP) -- Female soldiers this week are moving into new jobs in once all-male units as the Army breaks down formal barriers in recognition of what has already happened in wars in Iraq and Afghanistan.

The policy change announced earlier this year is being tested at nine brigades, including one at Fort Campbell, before going Army-wide. It opens thousands of jobs to female soldiers by loosening restrictions meant to keep them away from the battlefield. Experience on the ground in the past decade showed women were fighting and dying alongside male soldiers anyway.

Col. Val Keaveny Jr., commander of the 4th Brigade Combat Team that is among units piloting the change, told The Associated Press that for the last decade it has been common to have women temporarily attached to the combat units and serve alongside them.

"Women have served in our Army since the Revolutionary War and they have done phenomenal work and continue to do so today," he said. "There is great talent and now we can have it in the headquarters of infantry, armor and cavalry."

Under the new policy, female officers and non-commissioned officers will be assigned to combat units below the brigade level. The change will open up about 14,000 new jobs for women in the military, but there are still more than 250,000 jobs that remain closed to women.

The new jobs within combat battalions are in personnel, intelligence, logistics, signal corps, medical and chaplaincy. The Army is also opening jobs that were once entirely closed to women, such as mechanics for tanks and artillery and rocket launcher crew members.

The 4th Brigade draws its lineage from the 506th Parachute Infantry Regiment, whose World War II heroics led to books and a TV miniseries called the "Band of Brothers." But these days, Keaveny said there are more than 350 women already serving in the brigade and they will be opening 36 new jobs to women in the battalions.

"For the last 10 years, we have been fighting alongside women. In my experience I have seen that the Band of Brothers quickly integrate their sisters and they are a family," he said.

Capt. Elizabeth Evans, a 44-year-old mother of five, is one of the first women assigned to the combat battalions. She will be serving as a battalion S1, whose job is to oversee personnel issues within the battalion, including awards, casualties, human resources and other administrative responsibilities. She said there is a lot of pride associated with serving in an infantry unit.

"I think there's a rich history in the 101st and especially the 4th Brigade Combat Team," she said. "To me that means something. It means something to be a part of not necessarily history, but to be a part of a once all-male battalion."

Evans, who has deployed to Afghanistan, noted that women have been serving in dangerous jobs in Iraq and Afghanistan for 10 years.

"With the fluidity of the battlefield and how there are no front lines, it just makes more sense to me to allow women to come into those roles, those noncombat staff roles," she said.

Keaveny said these changes will have minimum impact on where women will be located while deployed. Battalion headquarters are generally located at bases where women were already stationed and the Army has been using female engagement teams to reach out to civilians in remote areas.

"Quite honestly we don't see there's going to be any friction," he said.

Kayla Williams, author of "Love My Rifle More Than You: Young and Female in the US Army," served with the 3rd Brigade Combat Team under the 101st Airborne Division during the initial invasion into Iraq as an enlisted soldier in military intelligence.

Early in the war, she wasn't even issued plates for her ballistic vest "because females can't serve in combat," she said. She said once she was temporarily attached to an infantry battalion at Fort Campbell that had no female latrines.

As an Arabic translator, she was attached to infantry units rather than assigned, but doing the same things as her male infantry counterparts, including going on foot patrols and living in remote combat outposts.

"Women have been serving in very forward deployed roles, and women have been serving side-by-side with combat arms personnel, just not in a formalized assigned method," said Williams, who is a fellow at the Truman National Security Project.

She said these incremental changes could improve the professional development of both men and women in the military, but acknowledged that the military still has a long way to go to leveling the field for women.

"It is my personal opinion that the institutionalization of women as not being able to serve in combat arms has a way of subtly allowing sexism within the military," she said.

Evans said she hopes the expanded roles will encourage more women to consider a career in the Army.

"I think for females in general, it's bringing us new avenues for accomplishments, for professional growth. In my personal belief, we are a part of supporting our infantryman," she said.

Colleges, health care face cuts in La. budget

BATON ROUGE, La. (AP) ? A state-run psychiatric hospital in central Louisiana shuttered. A program that aids families with children who have hearing, speech and motor control problems eliminated. College campuses pushed to financial emergency. Medical training programs threatened with loss of accreditation.

Higher education and health care leaders outlined dire consequences to senators Monday of the $25 billion budget proposal passed by the House for next year. The plan contains $268 million less in state funding than what was sought by Gov. Bobby Jindal.

"Cuts of this magnitude, in my opinion, cause me to question whether we really do value postsecondary education in this state," said University of Louisiana System President Randy Moffett.

Health and Hospitals Secretary Bruce Greenstein said he'd have to shut down programs that treat the poor, uninsured and most vulnerable state residents, and he said the cuts could force people into more expensive care that will cost the state more money in later years.

"This will impact everyone's quality of life and their health outcomes at the end of the day," he said.

The Jindal administration is hoping the Senate will restore the funding, which was stripped by GOP lawmakers in the House who didn't want to use patchwork, one-time money to pay for continuing expenses and programs in the budget year beginning July 1.

The Republican governor, GOP House Speaker Chuck Kleckley and Democrats unsuccessfully fought the removal of the funding in the House. But several Republican members of the Senate Finance Committee criticized removal of the money.

"You're cutting your nose off to spite your face. People are suffering for political ideology," said Rep. Norby Chabert, R-Houma.

The House budget gives a list of places the governor's budget office should consider reducing, such as travel and supplies, vacant jobs, overtime pay and consulting contracts ? but gives Commissioner of Administration Paul Rainwater the discretion to choose.

House Republicans said the dollars can be cut from salaries and expenses without damaging critical services, and they included language in the budget bill that spelled out that Rainwater should make reductions that "cause no impact to critical services." They didn't define what that means.

Rainwater said he couldn't reach the savings needed from each of the items listed by the House and didn't want to use one-time fixes recommended in the House budget, like two furlough days for each state employee, to balance next year's spending plans.

"The practical impact of the House's actions will be to cut higher education and health care despite the fact that there are available funds," Rainwater told the Senate Finance Committee.

He said higher education would take cuts topping $200 million, and he said $500 million in planned increases in health department funding to help keep up with medical inflation wouldn't happen. Any state funding cut to Louisiana's Medicaid program also causes the loss of federal matching dollars, magnifying the impact of the reduction.

"These cuts are very problematic. An additional $200 million for the year would really put us on the edge," said Commissioner of Higher Education Jim Purcell. "The higher education landscape will be fundamentally changed if this budget is not adjusted."

College leaders said they'd have to eliminate programs, harm graduation rates, lay off thousands of faculty and staff, reduce scholarships, shut down research stations and increase class sizes. They said several campuses could be pushed into financial emergency status.

And they said the slashing could chase away professors and students already worried about previous rounds of budget cuts in higher education.

"The effects would be on the brink of cataclysm," said LSU System President William Jenkins.

Greenstein said he would close a mental hospital in central Louisiana, strip state funding for school-based health centers, eliminate an addictive disorder treatment program and shut down an early intervention program for children up to 3 years old who are having troubles in speech, vision and motor control development.

An optional Medicaid program that treats breast and cervical cancer patients would be shuttered.

"These are not meant to scare anyone," Greenstein said. He added, "We're actually giving the best case scenario."

Doctors, hospitals and other health providers would face cuts on average of nearly 10 percent in the rates they are paid for caring for Medicaid patients, a reduction that Greenstein said could mean some providers stop taking Medicaid patients entirely.

Sen. Sherri Smith Buffington, R-Keithville, said people who don't get treated in clinics by primary care doctors will have to get more costly attention in emergency rooms. She said that just shifts costs and makes treatment more expensive.

"In order to stay afloat, private providers will have no choice but to raise costs, and those costs ? I think it's important for us to acknowledge ? will be raised on the private sector, onto small businesses," Buffington said. "The costs will be borne by every taxpayer."

Children and Family Services Secretary Ruth Johnson said she would close 31 child welfare offices, lay off child support enforcement staff and eliminate all evacuation shelter contracts for emergencies.

South Africa's DA, Cosatu in Johannesburg street fight

Violence broke out Tuesday between supporters of South Africa's opposition Democratic Alliance (DA) party, and members of Cosatu, the country's main trade union federation.

Police fired tear gas after clashes outside Cosatu headquarters in central Johannesburg.?

Cosatu supporters, in red T-shirts, threw rocks and chunks of cement at DA supporters, wearing blue shirts,?the South African Press Association reported.

The DA had organized a march in support of a wage subsidy for young workers, which the party believes will create jobs for more than 400,000 unemployed youths. But Cosatu is opposed to the "Youth Wage Subsidy," arguing that it will mean lower wages and could see older workers laid off.

The DA's march to Cosatu headquarters, to hand over a memorandum in support of the subsidy, had to be called off because of the violence.

The DA received about 16 percent of the national vote in 2009 elections, and has been pushing to broaden its support base and take on the African National Congress.?

The ANC, which has ruled South Africa since the first free elections in 1994, is in a political alliance with Cosatu.

According to SAPA, at least two people were injured in the clashes. A South African journalist reported on Twitter that he was hit by a rock.

SAPA said: "Paramedics could not make their way through the crowd so the injured were taken out on the DA's truck. Cosatu supporters chased the truck down two blocks before police managed to contain the situation."

DA leader Helen Zille, whose speech during the march was interrupted by Cosatu speakers,?told the BBC that the police had withdrawn, "leaving our marchers at the mercy of Cosatu."

Lindiwe Mazibuko, the DA's parliamentary leader, accused Cosatu of failing to show leadership.

?I can?t explain how disappointing it is to see that Cosatu showed no leadership in encouraging its members to be peaceful in their opposition to our march. It was absolutely shocking,? she said, according to Eyewitness News.
